open in button doesn't let you email, tweet, or save to photo roll

Bug Description
The open-in button only shows options if an app exists on the phone that has registered to open files of the given type.
If a user has no such apps, then the button is useless.
There is also no way to e.g. save an image to the camera roll. Using the options menu instead of the open-in menu would give us those choices, as well as showing apps you can use to open the file if they exist.

On my simulator (which has no other apps) and on my phone, which has few apps, the open in menu never shows anything.
the attachment shows the alternative, the options menu, which has useful options.
