launching control-panel when it is already running shows a second icon in the dock briefly

This is unavoidable in general, but is annoying, so - when we invoke control-panel from the menu process we might want to check first if it's running and just raise it or send the --share-links command via the socket, without actually running the control-panel code, thus avoiding the phantom icon in the dock.
