Ubuntu One client may signal that all files are up to date even if uploads failed

Bug Description

At the moment when client gets INTERNAL_ERROR from the server, the file is not being retried.
The user gets a false notification about the files being up-to-date when in fact not all files were transferred completely.

Upon client restart, the files will be requeued but this is not user-friendly at all.
