[windows] fix-platform-import-error: fails to open port, does not reply to requests

While testing lp:~diegosarmentero/ubuntuone-client/fix-platform-import-error it turned out that syncdaemon stops opening the tcp port for communication. Control panel is unable to connect to syncdaemon and SSO and hangs in "Getting information" state.
