Remove 'Restart' button from Ubuntu One Preference application

Bug Description
The 'Restart' button restarts the syncdaemon. It does not affect if you are connected or disconnected to Ubuntu One. I can't identify a need to ever restart the syncdaemon. Keeping the button will confuse users so it should be removed from the Ubuntu One Preferences application.

The restart button was added to the spec as the result of a technical request that users should have an easy way of restarting Ubuntu One if they encounter problems. I agree that this button could be confusing, and that if the original requirement is no longer valid it should be removed. It was always envisaged that this button would eventually be removed when the stability of Ubuntu One improved.
