Bug Description

[Impact]

 * xdelta3 (currently in xenial, yaketty universe and zesty main - zesty MIR: https://bugs.launchpad.net/ubuntu/+source/xdelta3/+bug/1647222) is required by snapd to support delta downloads.

[Test Case]

xdelta3 autopkgtests run and pass.

[Regression Potential]

 * none afaict, as this is a new package in main.

[Other Info]

 * wgrant has discussed this with slangasek, but by all means if further justification for this SRU is required, please let me know.

I don't think we need any actual package changes in xenial or yakkety here -- copying to -updates and promoting is probably sufficient.

I have copied the binaries to -updates and will promote, but per discussion we should also have the test suite enabled in the stable releases as well and this is worth SRUing for.
