Bug Description

The version of Smarty3 (3.1.21-1ubuntu1) provided in 16.04 is not compatible with PHP7. PHP7 support seems to be in Smarty3 > 3.1.28. There are multiple symptoms of this, perhaps most obvious that the templates do not compile.

I think we want to sync smarty3 from experimental to Yakkety and then possibly SRU that release back to Xenial (as it will be a full backport to get compatibility, it seems).

As of right now, smarty3 in Debian testing is at 3.1.21-1.1, and I've filed Bug 1596036 so that Yakkety is in sync and once 3.1.29-1 moves to unstable or testing (it's possibly broken as-is), that should get auto-synced. I don't believe the debian/watch works either, so it's not trivial to update it out-of-band, necessarily.
