Currently linux-azure is the only kernel that actually has an use case that requires it to boot without an initrd.

That is incorrect. We are in the process of building images for *all* cloud targets that boot without initrd.

And linux-gke in particular is used *only* in images that boot without initrd.

This is a general improvement to the kernel packaging wrt userspace
integration. We don't expect to produce any initramfsless images using the
generic kernel, but if a user wants to remove initramfs-tools, they should
still be able to.
