Does this bug not exist in 16.04 and newer? Are you requesting this patch in releases prior to 16.04?

No it is bug applies to all releases of Ubuntu.
I say that I tested the patch on Ubuntu 16.04 and it works fine.

Can you provide some information on the status of the patch with regards to getting it merged upstream? Has it been sent upstream, what sort of feedback has it received, is it getting applied to a subsystem maintainer's tree, etc?

I built the cx231xx driver with the patch and made a few tests.

- NTSC source
- PAL source
Not tested:
- Audio capture
- S-Video input
