Frequent resyncs after users tab fix

Bug Description
After the fix for bug #1508110 landed, the server started triggering frequent resyncs for the client with the users scope. Turns out the fix, as it was implemented, requires a server change as well.
We do not want to require a server upgrade to fix #1508110, so please revert it until a better fix can be made.
