non informative error message when enabling a non available UA service

When trying to enable a service that is not available the error message provide no useful information about what went wrong (cf screenshot)
and in the journal:
ubuntu-
In both cases the error message should be similar to UA CLI:
UA Infra: ESM is not available for Ubuntu 22.04 (Jammy Jellyfish).

The ua client doesn't currently provide any information about failures so we can't pass this information onto software- properties. There is an improvement being added to ua to give error codes and messages which we will take advantage of when it is available.
