Installing hwe linux-tools does not provide /usr/bin wrappers

Bug Description
I have a test script that requires /usr/bin/cpupower. Before calling it, I 'apt install linux-tools-$(uname -r)' to make sure it is available. For GA kernels, this works fine as there is a dependency chain on linux-tools-common which provides them. For HWE (tested on bionic), this does not work because linux-tools-
