Bug Description
[Impact]
Users cannot use the ethtool --identify command to help them identify a NIC's physical port.
[Test Case]
sudo ethtool --identify <dev>
[Fix]

[Regression Risk]
The fix is restricted to the Hi1620 device and other users of the marvell phy.
