Bug Description
When starting, a notification should prompt the user to attach their machine to Ubuntu Advantage, or decline this offer.
[Test Plan]
1. Start Ubuntu
2. Observe the user is prompted by a notification to attach their machine to Ubuntu Advantage.
3. If accepted, the user is able to attach via gnome-control-
4. If declined, the user is not prompted again.

Bugs in this feature could affect the stability of other notifications.
