Bug Description

When trying to upgrade using do-release-upgrade from an lts version, one gets:

There is no development version of an LTS available.
To upgrade to the latest non-LTS develoment release
set Prompt=normal in /etc/update-manager/release-upgrades.

"develoment" should be "development".

This is a minor cosmetic bug in line 151 of do-release-upgrade

I see.
The best thing I can do is subscribe Bryan Murray, who made the original fix and seems to be uploading a new version of this package for Ubuntu 18.04.5 in -proposed.

This is fixed in the trunk branch for ubuntu-release-upgrader and is also fixed in Ubuntu 20.04, I'll open a task for fixing this for 18.04 but it is a low priority.
