SRU: update python2.7 to the 2.7.17 release

Accepted python2.7 into eoan-proposed. The package will build now and be available at https://launchpad.net/ubuntu/+source/python2.7/2.7.17-1~19.10 in a few hours, and then in the -proposed repository.
