windows randomly raise when others close

Bug Description
(I am not sure if xwayland is at fault or the session or window manager. It happens under Wayland using gnome-session and gnome-shell, but not under X.org.)
When I close a window, even using ^W or ^Q, another seemingly-random window may raise to the top, possibly under the cursor and intercepting my typing.
Expected behavior is for other windows to maintain their placement when a window closes.
I use sloppy focus. Otherwise, I have a relatively unaltered setup.
