Bug Description
When starting the 20.04 or 21.04 ISOs and setting the language in Grub to Arabic, the various UI elements don't appear RTL (right to left), including the panel and application elements (e.g. menu, toolbar, side panel, etc.).

Can confirm it happens in Ubuntu and Ubuntu Mate 20.04. This doesn't affect Kubuntu or Ubiquity.
