TV monitor shows login information, not selected displays

Bug Description
My setup: office with two screens and a long cable to a TV screen in the next room. The TV screen is off.
Error: Upon starting ubuntu, GDM shows only blank screens. When the TV is unplugged, I can see the GDM login screen. Moving mouse pointer to one of the screens in my office does when the TV screen is plugged in does not reveal the login screen.
Expected behavior: To see the login prompt. Either duplicated on all screens, or on the screen the mouse points at.
First try at a solution: Remove TV screen, see login screen, login, plug in TV screen, select screen layout in the settings manager so one of the office screens is main. Outcome: does nothing.
Current solution: Copy setting's monitor.xml to replace GDM's monitor.xml. This now works for me so I do not want to play with this anymore, but I suspect it will fail again at some point since this manual copy-pasting of files is just weird.
