Wallpapers are no longer switched if system is suspended or hibernated

Bug Description

I configured xfdesktop to change wallpapers chronologically, the directory has 24 wallpapers so it changes the wallpaper once per hour and I noticed that if I suspend or hibernate the computer, when I wake it up the wallpaper is kept as the one from the moment it was suspended and it needs at least two transition times to work again. On my case it is two hours.

To make the wallpaper change work immediately it's needed to terminate the xfdesktop process and start it again.

It looks like the timer code requires some improvement. Another report:

Is this still an issue on Xubuntu 20.04, 22.04, or 22.10?
