xfce4-screensaver-command -l runs even if its daemon is not running

Bug Description
If you have "Lock screen when system is going to sleep" checked in Power manager's preferences or "Lock Screen with System Sleep" in the preferences of xfce4-screensaver , and e.g. xscreensaver running and xfce4-screensaver not running, but installed, it will be used for locking instead of xscreensaver. It does not help if you set property xfce4-session > general > LockCommand to 'xscreensaver-
It should use what is set in LockCommand property and if not set, use the daemon running.
