No eject option in thunar after plugging in a usb hdd

Bug Description
to reproduce the bug:
Boot or re-log into a clean xubuntu session and then plug in a usb hdd(no problem with usb flash). There is no eject option in thunar after thunar auto-mounting the hdd drive.
After I manually eject the drive by `udisksctl power-off -b /dev/sdb` and re-plug in the drive, the eject option in thunar appears.

I just install xfc 4.12 from Xubuntu dev ppa. The bug still exists. The eject option always appears in thunar 1.6.6 but it's not click-able at first. It would become click-able after I running `udisksctl power-off -b /dev/sdb` and re-plugging in the drive.
This is definitely a bug. Someone please look into the problem.
