Messaging menu highlights but no new entry is added when xchat-gnome is focused but activity happens in another "tab"

Bug Description
Binary package hint: xchat-indicator
When using xchat-gnome with the indicator, the following happens:
1. If the xchat window is focused, but you are in "tab" A (say, a channel #foo) and some activity occurs in a different "tab" (a PM window, or someone mentions your name in another channel), the messaging menu is highlighted (goes green) but there is no entry added to it for the window in which the activity occurred. Dropping down the messaging menu immediately de-highlights it.
2. Is the xchat widnow itself is unfocused, then everything works as expected; an entry is added to the MM for the "tab" in which the activity occurred, regardless of whether that "tab" is the active tab or not.

handles determining when to create an indicator better as well as
