Changing screen settings by xrandr fails

Bug Description

The attached test fails. Sometimes I get different results, but here is one result:
1) ok
2) TV1 does not display, LVDS1 ok
3) VGA1 does not display, error message: xrandr: cannot find crtc for output VGA1
4) all blank
5) ok
6) ok
7) all blank
8) ok

I added 9th test so it will set integrated screen on in the last step. In Wily this seems to work ok, though I did not have VGA monitor connected.
