wvidal gives low mobile broadband speed

Bug Description

Binary package hint: wvdial

When using wvdial to connect to a mobile broadband, the download speed becomes capped at around 1 Mb/s, even though it is really capable of around 4 Mb/s. I have attained 4 Mb/s on the same computer using Windows Vista and also using Ubuntu by connecting with network-manager (network-manager doesn't work anymore; see <https://bugs.launchpad.net/ubuntu/+source/modemmanager/+bug/465766>).

To reproduce:
1. Establish a connection by using wvdial.
2. Download something large and monitor the download speed.

I should add that I'm in Sweden and my provider is "Tre". The attached file is the configuration file I use to connect with wvdial.
