Grey "Settings change box" isnt very usable

Binary package hint: webcalendar

After clicking on "Admin" (which i feel is not the most obvious name for "change settings"), you are presented with a grey box containing another set of 5 grey boxes.
This seems to have a few issues:
 - its not very nice to look at
 - it doesn't fit in with the feel of the application
 - it doesn't separate out whats the admins (system wide), and per user
 - the separations seem arbitrary - why not put them all in 'preferences' and do away with the whole box+sub categories+ admin tab (and just have a 'preferences' or 'settings' tab)
