Hiding tabs is inconsistent

Bug Description

Using on x86 laptop

The normal intended behavior seems to be to hide the tab row when the user scrolls, as it does when I use two finger scrolling on the touchpad or the touchscreen. Frequently scrolling this way does not hide the tabs and they stay locked to the top of the frame. The same page may initially hide the tabs while its loading then stop after more of the page loads.

I also notice that scrolling with the scrollbar does not hide the tabs which I assume is intentional.

Not hiding the chrome when scrolling with the scrollbar and a mouse is indeed intentional, the chrome auto-hide behaviour is touch-only. Are you still observing this issue? Could you maybe share a screencast demonstrating it?
