webapp container ignores keyboard layout changes

Bug Description

Running a desktop webapp, it processes all keypresses using the layout that was active when launched. Changing the keyboard layout (either by the keyboard or using the layout gadget) has no effect.

Scenario
- Opened gmail in Firefox
- Accepted the prompt to install the webapp
- Ran the gmail webapp
- Tried typing into the webapp search box in a mixture of English and Hebrew

Expected result: mixed-language search term
Actual result: can only enter English text if English layout was active at startup, or Hebrew if this was selected
