VLC Does Not Reliably Display MP4 Video

Bug Description

VLC is not displaying MP4 video reliably; audio track works fine. Sometimes the video will load on initial start up, other times not, audio will play. When it does play, if the video is stopped and restarted, the video will not display on restart while audio plays as expected.
