Bug Description
Binary package hint: usb-modeswitch
plugging in the modem does bring up pin unlock and it cannot be used. (works on 10.10, not 11.04)
Solution:
after inserting modem,
sudo modprobe usbserial vendor=0x12d1 product=0x1506
but this solution is incomplete: the unlock window gives "operation not allowed" after entering the code. but in fact, it works, and the window can just be closed.

Does it work if you run the following commands and retry ?
$ cd /etc/usb_ modeswitch. d usb_modeswitch/ configPack. tar.gz 12d1:1446 /14ac,1506" /' 12d1\:1446
$ sudo tar xzf /usr/share/
$ sudo sed -i -e 's/14ac"
