Bug Description
Testing on turbo without having the urfkill.hybris.wlan property set to '1':
Steps:
1. Turn off WiFi
2. Reboot
Expected:
WiFi still turned off
Actual:
WiFi showed as turned on the UI. The actual rfkill is soft-blocked and urfkill reports it as not blocked.
