[desktop] make sure urfkill and acpi-support don't conflict getting soft killswitch input events

Bug Description
Both will likely try to retrieve input device events for soft killswitches (for instance, Fn-F5 on a Thinkpad, which is supposed to toggle the soft killswitch)
They should not conflict, urfkill should be able to centrally manage all the killswitch events itself rather than via acpi-support.
