Suspend either logs out or reboots, not suspend

Bug Description
Clicking suspend from the top right menu does not suspend the computer. Coming from 10.10 this used to act in the same way as hibernate on windows.
Currently on my computer it either shuts down and starts running POST again, or it just closes everything and takes me back to the login screen.
It will never shutdown saving the state of my current desktop.
