Bug Description
I'm using Ubuntu 13.10 dev with upstart 1.10-0ubuntu1. At default the variable LANG is empty so that any application will use implicitly C as language. If an upstart job is writing something to stdout or stderr this could result in strange characters (for example on logging). Maybe upstart can automatically export LANG from the user who executes the upstart job.
