Bug Description

Reproducible steps:

1. Type: start (with the space at the end)
2. Press: Tab
3. Then I see this error:
initctl: Rejected send message, 1 matched rules; type="method_call", sender=":1.4803" (uid=1000 pid=4246 comm="initctl list ") interface="com.ubuntu.Upstart0_6" member="GetAllJobs" error name="(unset)" requested_reply="0" destination="com.ubuntu.Upstart" (uid=0 pid=1 comm="/sbin/init")

$ lsb_release -a
No LSB modules are available.
