existing "Reboot Required" dialog box should be focused when clicking on panel icon

Bug Description

Binary package hint: update-notifier

If an upgrade requires a system reboot and the "Reboot Required" panel icon is displayed and the user clicks it, a dialog is opened ("Reboot required", some text, and "Reboot now" or "later"). If the user leaves that dialog window open and brings another window to the foreground, then the dialog window should be brought to the foreground when the user clicks on the "Reboot Required" panel icon again. Currently, the existing dialog will stay in the background (possibly hidden behind another window), and clicking on the panel icon again does not have any visible effect then.

To summarise: as the panel icon can apparently detect that the reboot dialog is already open, could it maybe also bring that dialog to front in that case? Also, the dialog should be moved to the current virtual desktop (in case the user has switched desktops); or the dialog window could be displayed on all desktops right from the start.

I realize this situation should happen very seldom, but it did just now happen to me :-) and I think it would be nice to have this fixed for the future.

This happened on Intrepid alpha4 with all updates, with update-notifier 0.71.3 .
