update-manager crashed with RuntimeError in <module>()

When I open up another terminal with GDM running on [F7]
I get this crash.
I expect to be able to run this command and have it open the update manager GUI.
root@MainOffice:~# sudo update-manager -c -d
I does not run from the [F1] terminal if GDM is closed on it, instead gives me an error message, this happen on 5 different computers I have tried this on. I thing I have seen it work the way I expect in the past sometimes.
