update manager doesn't prompt for password, doesn't apply updates

Bug Description

Binary package hint: update-manager

I get the "updates" icon on the top panel. Right clicking and selecting "show updates" shows them. But pushing the install button doesn't prompt for authorization and doesn't apply patches. I do see "reading package lists" and a couple of other messages.

I'm using sudo apt-get update to apply patches.

Using the standard (left) click acts the same - no prompt for authorization.
