Kubuntu 9.10 upgrade (from 9.04) failed after hours of downloading

Bug Description
Binary package hint: kpackagekit
The installation dialog box simply says at the top:
"Distribution Upgrade
Upgrading Kubuntu to version 9.10"
The Distribution Upgrade box reported "fetching is complete". However, its progress bar was stuck at 0% (after hours of downloading and finally reaching ~80% -- a guess)
The green arrow is pointing at "Getting new packages" in the upgrade sequence.
A separate, new box says "Could not download the upgrades. The upgrade is now aborted. Please check your Internet connection or installation media and try again, etc." It has a long list of errors; the list is in the attached file... When I closed that box, the Distribution Upgrade box got real busy for a moment and then closed. Evidently I need to start the installation all over, but at least many of the files are already downloaded.
My Internet connection failed earlier in the day, so the problem might have been due to another failure.
However, the download took many hours, and I couldn't monitor the connection status.
If the Internet connection fails, then it would be good if the upgrade package (manager) would detect and report that cause.
