Bug Description

Binary package hint: update-manager

following instructions for updating 8.10 to 9.04.
update stopped during "getting new packages" and now will run dpkg --configure -a.
System may be unstable.
When update manager is now launched - I have ~1500 updates and asked to run partial upgrade. When this is run it fails at the same point in the first upgrade.

Running sudo do-release-upgrade -d, the following error message appears -

This usually means that another package management application (like
apt-get or aptitude) is already running. Please close that
application first.

Could not install the upgrades

The upgrade is now aborted. Your system could be in an unusable
state. A recovery will run now (dpkg --configure -a).

Upgrade complete

The upgrade has completed but there were errors during the upgrade

I noticed same bug when selecting menu: System->Administration->Updatemanager
Update manager started and prompted for error but when i run from shell: apt-get update, apt-get upgrade were working normally and pacgages were updated.
