update manager doesn't report when it last check for updates when updates are available

Bug Description
Binary package hint: update-manager
Update manager only shows the last time it checked for updates when there are no new updates available, but it should always show that because it is important information.
User downloads and installs all the updates only to check for updates after that and find new updates.
This is especially annoying when using testing versions of Ubuntu where updates are available at least once a day.
