upgrade fails from 6.06 to 8.04 server edition

Bug Description
Binary package hint: upgrade-system
During the initial upgrade phase using 'cdromupgrade' the installer stops because of the following error (translated from dutch).
The system can not determine the current version of the operating system because one the following packages is not installed:
- ubuntu desktop
- kubuntu desktop
- edubuntu desktop
installer failed and shut down.
Installing any of these packages would mean installing a desktop version considering the dependencies.
