update-manager no longer has a cancel or close button if it prompts for restart

Bug Description
If update-manager decides a restart is required, it no longer gives you the option of closing it so you can reboot manually later.
The workaround is to do 'ps xa|grep update' and then kill the update-manager program, but this is a pain.
