Ctrl+Super+Up/Down should switch apps between Fullscreen/Maximized/Restored/Minimized

Bug Description

bq M10 with OTA-10.1

After pressing F11 button on external keyboard I expect an app window which is focused will go full screen but it does not happen.

See comments below - F11 will be left for apps to handle - but Ctrl+Super+Up/Down will move apps between different states.

This would be an app specific shortcut... did you mean the web browser?

We've discussed having the shell interpret F11 for fullscreen, the problem is that means apps would not receive that key any more. While a common standard, it's conceivable that some apps have F11 as a functional key, so we'd have to take that away from them.

We've decided it's the app's responsibility to handle F11 for fullscreen. There will, however, be another shortcut - Ctrl+Super+Up, that's used today to maximize an app, and we'll allow for that to make a maximized app fullscreen.
