Bug Description

Reproduce steps:
1,Boot the phone with SD card inserted
2,Wait a while on wizard page
> notification ¨Storage device deteced¨ pops up for SD card
3.Tap on the notification
> external storage opens
4.Exit external storage

Actual=> it backs to today scope

Expect=>Can't skip wizard steps

the wizard is part of unity8 not settings

This is not a regression the same effect can be triggered in OTA5's image.

I guess we should block ota7 on this as there is no user/pin/password/wifi etc setup.

(Note that all wizard setup work is optional. It can all be done from System Settings afterward. So while this bug is an annoyance, it doesn't break anything on your phone.)

My rationale for this behavior was originally that "if the user is already comfortable using the phone, they don't need a helping hand, just let them use it." But I grant that some people might just click on a notification and then be lost.

I suppose that to fix this, we'd need to confirm some things with design. I'd guess that we'd want to disable edges so that you can't open the launcher, open the panel, or right-edge swipe from any app that opens during the wizard or tutorial. And maybe not even show the panel, if you can't interact with it. So basically the interaction mode we use for the emergency phone.

But then how do you exit the app? The emergency phone has a special button for it. But not every app that opens during the wizard is closable from within the app. (External Storage isn't, nor is Messaging) Without that user flow, I don't know how to force the user back into the wizard when they are done with the app.
