NetworkManager integration test doesn't work on desktop test machine otto

Bug Description

The test_networkmanager_integration autopilot test does not work on the Desktop jenkins machine otto.

fginther and I investigated it, but everything seems to be in order, except that pkcheck says "Not authorized". The session is marked as active. No messages from policykit or apparmor that we could see. dbus-monitor won't let us see the replies to pkcheck's queries, but the queries go out OK. We couldn't figure it out, despite a fair bit of effort.

== Backstory ==

A while back, nested Mir mode landed, and caused a regression. LightDM was no longer marking the unity8 session as "active" which meant that unity8 couldn't connect to new Wi-Fi networks.

Nested mode was backed out until that bug was fixed, but we also decided we needed to add a regression test for that case. Thus the unity8.shell.tests.test_system_integration.SystemIntegrationTests.test_networkmanager_integration autopilot test.

But that was failing on the jenkins machine otto (which was a desktop config). As mentioned above, fginther and I couldn't figure out why. We disabled it across the board while we figured out what was happening.

== Temporary Relief ==

We might as well get some benefit from the test and re-enable it on non-Desktop machines. But this bug should remain open to note the problem, and we can eventually re-visit the issue.

CI plans to phase out otto and replace desktop provisioning with MaaS and cloud-init. This is still a ways off, maybe even beyond the trusty cycle. I'll add a reminder to the CI task lists for this.
