Bug Description
When you switch to empty desktop, global menu still displays the menu of the last active application.
I would expect no menu instead.

Thank you for your bug report, is nautilus running and handling your desktop? You are supposed to get the desktop special menu in those cases. Do you use unity-3d or 2d?
