Bug Description
* User story
- boot your system
- open 8 different applications in your current workspace by pressing super+1, super+2, ..., super+8
- switch workspace by pressing ctrl-alt-right cursor key (do this while the applications are still busy starting)
* Expected behavior
all starting application will be opened in workspace 1
* current behavior
some of the starting applications will open in workspace 2

Desired Solution:
- Applications should always open on the monitor and workspace from which they are launched, even if the focus changes while the application is in the process of launching.
