Launcher - when the launcher is scrolled past it's top or bottom limit with the mouse wheel, there should be a rubber band bounce kinetic

Bug Description
When the launcher is scrolled past it's top or bottom limit with the mouse wheel, there should be a rubber band bounce kinetic.
Desired solution:
- when a user tries to scroll the launcher past it's top or bottom limits with the mouse wheel, they should be able to briefly move the launcher past the limit showing that their are no further tiles. After a moment the launcher should bounce back to it's original position (rubber band style soft stop bounce kinetic)
