right click menu missing from maximised window's title bar

Bug Description
right clicking on a standard window's title bar brings up the options to control minimize etc, as well as workspace positions and to close. All of these are missing when you maximize the window. If the title bar is to feel completely integrated with Unity's top bar this functionality (with some options possibly disabled or grayed) should be retained.

This function is also available via keyboard shortcut Alt+Spacebar and works for maximized windows too. This bug could be duplicate of bug #801760. You can see other related bugs in comment #1 there.
